Steve Kimbell heads the firm's state legislative practice. Steve was Planning Director in the mid-1980s under Democratic Governor Madeleine M. Kunin, and formulated and implemented Governor Kunin's legislative program. He has played a role in every major public policy debate in Vermont since then, and is one of the most respected lobbyists in Vermont.

Prior to working for Governor Kunin Steve practiced law with Vermont Legal Aid where he handled a number of cases involving complex legal issues.

Steve is a native of Illinois with a B.A. from the University of Illinois and a J.D. from the University of Michigan Law School. He served on active duty in the United States Marine Corps from 1970 to 1972.
