Jackie Hughes concentrates on banking, financial services, insurance, and health care regulatory issues, representing clients before the Vermont legislature, courts and administrative agencies. Before joining the firm in 2003, she was General Counsel of the Vermont Department of Banking, Insurance, Securities and Health Care Administration for 11 years and represented that state agency before the Vermont Legislature, state and federal courts and in administrative contested case and rulemaking proceedings. Jackie also participated extensively in NAIC working group, task force, committee and subcommittee work on topics such as accreditation, captives and risk retention groups, privacy, financial services modernization, joint banking and insurance working groups, HMO solvency and information sharing. She was also a staff attorney and assistant attorney general with the Vermont Department of Taxes from 1984 to 1992 and prior to that engaged in the private practice of law.

Jackie was born and raised in Moorestown, New Jersey and has lived in Vermont since 1976. She obtained her B.A. in Economics from the University of Vermont (1978) and a J.D. from Vermont Law School (1981).
